Publishing Google Tag Manager
Creating tracking resources and publishing them are separate operations.
A recommended workflow is:
Inspect → Configure → Create Version → Review → Approve → Publish
The AI agent should not publish a Google Tag Manager container simply because it technically has permission to do so.
Publishing should require explicit approval from the user.
